Holiday handling is configured in Next Activity Recipes.
Here you can:
Ticket Routing Rules
Ticket Routing Rules will honor holidays based on which Next Activity Recipe they use.
Example:
If you create a rule called HelpDesk and assign it the recipe 1 Hour Block, Include Holidays, the Ticket Routing module will ignore holidays.
